The Association of Entrepreneurs of Construction , Promotion and Affines of La Rioja (CPAR), in its general assembly, lamented the absence of credit and the “damage” that Sareb causes.

The president of CPAR has shared the following reflection with the members of the assembly, in relation to the economic situation. “This last year has been very complicated for the sector since, although from a macroeconomic point of view Spain has come out of the situation of external intervention to which it has been subjected for a year after the bank rescue, and despite that the general macroeconomic trend points towards a relative recovery of economic growth and employment, the sector is still immersed in a situation of absolute paralysis, mainly caused by the lack of credit for the sector and the activity of Sareb, which no longer only slows down any possible business of our companies until its paralyzation practice, but that its activity is leading to the bankruptcy of many companies in the sector “.
Del Rey stressed that the sector “continues to place emphasis on offering a training offer of interest to companies.In times of crisis such as those we live, from the Association we have offered courses of all kinds: investment and internationalization, refinancing, of bankruptcy proceedings and, as always, legislative changes.
This year we have placed special emphasis on the reform of the financial sector and the bankruptcy reform. “And he has stopped at” a continuous training activity that is already consolidated in the Association, and which is in great demand by the associates. It is about the English courses for entrepreneurs, that the next course will begin its fifth edition and that it has three levels of difficulty. The president’s report also warns of the “obvious drop in the volume of public works by our companies, it should also be noted as negative for companies the excessive time elapsed between the tender of public works and its effective award.”
He recalled that in the field of housing, in 2013, La Rioja gave its approval to 347 homes, which represents a fall of 32.23 percent with respect to the pace of construction registered in 2012, which already led to a fall in transactions of more than 39 percent of the year 2011 that already negative faith.
With regard to demand, according to the data of the Property Registrars, during 2013 in La Rioja there were a total of 1,813 new housing transactions and 1,413 second-hand housing transactions.
Percentage, this means that compared to 2013 there has been an increase of 6.5 percent in the purchase and sale of homes in La Rioja, which compensates for the drop of 6.97 percent recorded in 2011.

Carlos del Rey has anticipated that “in general, it seems that the first quarter of 2014 has marked a turning point in the negative trend of the housing market, after six consecutive years with reductions in the price of housing, everything indicates that the The end of this scenario is close, giving way, at least, to price stability.
The demand for housing accompanies this favorable sign, giving rise, in the first quarter of the year, to a growth of registered housing sales of 14.42 percent with respect to the fourth quarter of 2013. However, for the president “these positive data at a general level are not reflected at La Rioja level basically for two reasons: because La Rioja has never had a strong demand for second home, and even less for foreign buyers, and because the statistical estimates is that the Rioja population tends to decrease in the coming years “.
On the other hand, the president of CPAR recalled that in July 2013 the collective agreement for construction and public works of La Rioja was signed, following the new structure of the V General Agreement of the Construction Sector.
The president praised the work carried out by the Construction Labor Foundation and recalled that with data from June 1, 7,246 TPCs have been requested in La Rioja, which means that about 88% of workers in the sector already have their professional identification card, whose validity is indefinite.
And he has highlighted the importance of continuing to make a great effort in terms of training in risk prevention so that all workers in our companies can access their professional construction card.
Del Rey explained that “in addition to initial training or permanent classroom, the General Agreement of the Construction Sector provides that all workers in our companies also have specific training in occupational risk prevention appropriate to their jobs. In this sense, the new General Agreement has planned new training itineraries for all specialties and families of construction “.
The FLC has a Preventive Practices Center that, according to the president, is a national reference. These are facilities for practical training both in the field of occupations and in the prevention of occupational risks for all workers in Riojan companies in the construction industry. “The objective of the new Center for Preventive Practices is to contribute in a decisive way to a greater professionalization of workers in the sector, and to a progressive reduction in the accident rates of construction in La Rioja, which, however, are below the average national”.
The Preventive Practices Center is a daring and innovative project, the president said, since it has been equipped with the latest construction advances to make it an intelligent and energy efficient building. We aspire therefore that from the headquarters of the FLC to recognize the new Center of Preventive Practices as the center of national reference in the field of R + D + i of the construction sector.
